- Keep a line only if the agent would get it wrong without it.
- Root file under about 150 lines; move the rest to scoped rules, nested files or links.
- Run every listed command in a clean checkout before committing the file.
- Add a line when the same mistake happens twice; delete one that no longer earns its place.
- Review changes to the file in PRs, like code.
- After changing the layout, open a fresh session in each package and ask which instructions loaded.
